Helicopter to Airline Pilot (2026): Rotor Transition Programs, R-ATP Rules and Hour Minimums
What helicopter time counts
The ATP rules are written around total time as a pilot, and helicopter time is pilot time. An unrestricted ATP with an airplane rating needs 1,500 hours of total time as a pilot, including 500 cross-country, 100 night and 75 instrument (14 CFR 61.159 (Cornell LII)). Two of the line items in §61.159(a) are specifically airplane time:
- 250 hours of flight time in an airplane as PIC (or SIC performing PIC duties under supervision), including 100 hours cross-country and 25 hours night (§61.159(a)(5))
- 50 hours in the class of airplane for the rating sought, so multi-engine time for a multi-engine ATP (§61.159(a)(3))
Qualifying U.S. military pilots may also credit powered-lift time flown in horizontal flight toward the 250-hour airplane PIC requirement (§61.159(a)(5)(ii)). Instrument time logged in a simulator only counts if the device represents an airplane (§61.159(a)(4)(iii)). Read the regulation itself before planning your hours.
Airline recruiters say the same thing. SkyWest lists the fixed-wing hours a rotor or powered-lift pilot needs for an R-ATP as 250 PIC (or SIC acting as PIC), 100 PIC cross-country, 25 PIC night and 25 hours multi-engine in an airplane (SkyWest Rotor Transition Program). Frontier lists the same four numbers (Frontier Rotor Transition Program).
Military vs civilian: 750 vs 1,500
Under §61.160(a), a qualifying U.S. military or former military pilot can get a Restricted ATP at 750 hours total time as a pilot (14 CFR 61.160 (Cornell LII)). JetBlue’s program spells out that rotor time counts: 750 hours total “including military rotary wing time,” with no sortie conversion or military-to-civilian conversion formula (JetBlue Gateway RTP). SkyWest also says it cannot accept sortie conversions, and military simulator time only counts if the sim is FAA approved (SkyWest Rotor Transition Program).
The other R-ATP shortcuts (1,000 and 1,250 hours) are tied to aviation degrees and Part 141 airplane commercial and instrument training at an FAA-authorized school (14 CFR 61.160 (Cornell LII)). If you don’t qualify for one of those, the civilian route is the standard 1,500-hour ATP. Check where your logbook stands in our hours-to-ATP tracker.
Rotor transition programs compared (checked Oct 21, 2026)
| Program | Who | Minimums (as published) | Help offered |
|---|---|---|---|
| CommuteAir RTP (CommuteAir Rotor Transition Program) | Military and civilian rotor pilots | Military 500 TT; civilian 1,250 TT; both 100 XC, 75 night, 75 instrument. No fixed-wing or multi time needed to start. | Funds and customizes a fixed-wing training plan, with as little flying as 45 hours a month; you complete the ATP CTP |
| GoJet (GoJet rotor transition) | Military and civilian rotor pilots | Military 750 TT incl. 250 fixed-wing PIC; civilian 1,500 TT incl. 250 PIC and a commercial rotor license; both 200 XC, 100 night (or 75 with 25 night landings), 75 instrument, 25 multi | Up to $35,000 of fixed-wing training for rotor pilots short of ATP or R-ATP mins; up to 6 months of early seniority for fully qualified military pilots |
| SkyWest (SkyWest Rotor Transition Program) | Rotor pilots (apply when you enroll in flight training) | R-ATP fixed-wing: 250 PIC, 100 PIC XC, 25 PIC night, 25 multi | Early company seniority (up to two years for some benefits), mentors, interview prep; $7,500 bonus for U.S. military (DD214) |
| Frontier (Frontier Rotor Transition Program) | U.S. military-trained helicopter pilots only | 750 TT incl. 250 fixed-wing PIC, 100 fixed-wing PIC XC, 25 fixed-wing night PIC, 25 fixed-wing multi | $50,000 sign-on bonus toward fixed-wing training, ATP CTP and a jet transition course. Applications are temporarily closed. |
| JetBlue Gateway RTP (JetBlue Gateway RTP) | U.S. military rotary-wing aviators only | 750 TT (military rotary time counts), separated or within 12 months, 3 letters of recommendation | Training at SkyWarrior (Pensacola), conditional JetBlue FO offer. JetBlue estimates program cost at $25,000–$65,000, with financing and GI Bill eligibility |
| Piedmont (Piedmont military pilots transition program) | Military pilots, including helicopter pilots | Not published; a recruiter builds a no-obligation plan | Matches pilots with flight schools for missing fixed-wing hours or a multi-engine rating; training in Trenton, NJ |
Programs change often, and Frontier’s is already closed to new applications. Confirm the current minimums with each recruiter before you spend money on airplane time.
A typical path for a civilian helicopter pilot
- Add the airplane ratings. A commercial airplane add-on and a multi-engine rating are the usual first steps. JetBlue’s program, for example, trains from private through commercial multi-engine (JetBlue Gateway RTP).
- Build the airplane-specific hours: 250 airplane PIC (100 cross-country, 25 night) and 50 in the class of airplane (14 CFR 61.159 (Cornell LII)).
- Reach 1,500 total, or the airline’s program minimum if it hires earlier and trains you (CommuteAir: 1,250 for civilians) (CommuteAir Rotor Transition Program).
- Complete the ATP CTP and the airline’s interview and indoc (FAA Airline Transport Pilot (ATP)).
What it pays
Expect a pay reset. Published year-1 first officer rates include $79.57/hr at CommuteAir with a $20,000 FO bonus (CommuteAir pilot careers) and $92.73/hr at SkyWest (SkyWest). By comparison, helicopter postings we checked in October ranged from about $83k–$93k (Air Methods HEMS) to $152k–$189k (LAFD) (helicopter-jobs.com). Year 2 is where regional pay jumps: CommuteAir goes from $79.57 to $93.36 (CommuteAir pilot careers). Run your own numbers in the pilot pay calculator, and compare with helicopter pilot salary and regional FO pay.
Why now
U.S. major airlines hired 4,511 pilots from January through August 2026, already above all of 2025 (FAPA pilot hiring history), and the 1,500-hour rule is back in public debate (X news story on the 1,500-hour debate). See airline pilot hiring in 2026 for the data.
FAQ
Does helicopter time count toward the 1,500 hours for an ATP?
Yes. 14 CFR 61.159 requires 1,500 hours of total time as a pilot, and helicopter time is pilot time. But you also need 250 hours of PIC in an airplane (with 100 cross-country and 25 night) and 50 hours in the class of airplane.
How many fixed-wing hours does a helicopter pilot need for an R-ATP?
SkyWest and Frontier both list 250 hours PIC (or SIC acting as PIC), 100 hours PIC cross-country, 25 hours PIC night and 25 hours multi-engine in an airplane.
Can civilian helicopter pilots join an airline rotor transition program?
Some programs accept them. CommuteAir lists 1,250 hours total time for civilian rotor pilots, and GoJet lists 1,500 total including 250 PIC plus a commercial rotor license. Frontier’s and JetBlue’s programs are for U.S. military aviators only.
Can military helicopter pilots get an R-ATP at 750 hours?
Qualifying U.S. military and former military pilots can apply for a Restricted ATP at 750 hours total time under §61.160(a), and military rotary-wing time counts. Airlines say sortie conversions are not accepted.
Which airline pays the most to help rotor pilots transition?
Among the programs we checked on Oct 21, 2026, Frontier listed a $50,000 sign-on bonus for military rotor pilots (applications temporarily closed), and GoJet funds up to $35,000 of fixed-wing training for military and civilian rotor pilots.
